After the slow end of the States throughout the ages and their substitution for private organizations in all spheres where once they existed, the IBCR (International Bureau of Civil Rights) is the last public remaining organization still with international relevance. In theory, its mission is to advocate the rights of the public in the international stage, counterbalancing the power of the corporations; in practice, it is a featherbedding for wealthy people to gain even more money doing nothing and pretending they are helping the public.
Anyway, the IBCR is especially important because it also serves as a kind of Supreme Court to judge cases involving the four big corporations and many others, so every company is trying to bribe their judges to their own favor. Because of this, the high echelon members of IBCR, simply called bureaucrats, are known for being especially wealthy and corrupt.
