It is a microscopic, processing unit that is integrated in the wetware of human beings (their brains) just after they are born. All human beings have this device, which allow them to use the snubber technology and connect to runs. However, these devices start inactive. Some have the device activated just after being installed, while others not. There are many reasons behind that (political, religious, health, and so on). Anyway, for most of humans the device is activated just after being installed.
